Every card has a character, and every character sits in one of five tiers. Tier counts are exact — these are the numbers, most common first.
Petty opportunists working the roads, taverns and middens: dice cheats, mountebanks, gong farmers.

Robin's inner circle and the specialists who move the money: the Fence, the Fixer, the Lookout.
